In a pan, boil the rice with 3 cups of water, bay leaves, cinnamon sticks, and salt to taste. Cook on low heat until the rice is soft and the water has evaporated.
In another pot, heat the milk and add grated coconut. Let it boil for 5-7 minutes on medium heat.
Add the cooked rice to the milk and mix well. Cook for another 10 minutes on low heat.
Add saffron and mix well. Cook for 5 more minutes.
Add raisins and chopped almonds and mix well.
Remove from heat and let it cool down.
Serve the Shahi Payesh cold or at room temperature.
Note: You can adjust the amount of sugar according to your taste. You can also add condensed milk for a richer taste.
