Heat up a pan and add some oil.
Add chopped onion and garlic, and saute for a bit.
Add thinly sliced beef and cook until it's no longer pink.
Add soy sauce, oyster sauce, chili flakes, black pepper, and salt as needed. Be mindful of the salt since soy sauce and oyster sauce already have a lot of salt.
Add brown sugar and saute for a few minutes.
Let it cook for a while until the meat becomes soft.
Add bell pepper and onion cubes.
Add green chilies and cook for another 7-8 minutes.
Finally, add some green onions and finish cooking.
