Cut the beef into small pieces and wash them thoroughly.
Cook the meat with all the powdered spices and salt until tender.
Once the meat is cooked and the water is dried up, set it aside.
In a large pot, heat oil and fry the onions, bay leaves, and whole spices lightly.
Add the cooked meat and sauté until well-browned. Remove the meat from the spices and set it aside.
Wash the rice and drain the water.
Add the rice to the pot with the remaining spices and sauté for 2-3 minutes.
Add 6-7 cups of hot water and salt to the pot. When it starts boiling, reduce the heat to low.
Spread the meat evenly over the rice.
Place green chilli peppers on top.
Cover the pot and cook on low heat for 20 minutes. Remove from heat after 20-25 minutes and let it sit, covered, for a while.
Serve the Spicy Tehri with salad.
