Soak the cauliflower in salted water for 10 minutes to remove any insects. Then, steam it for 10 minutes until partially cooked.
Heat oil in a pan and deep-fry the cauliflower until golden brown. Remove it from the oil and set aside.
In the same pan, add all the other ingredients together and create a smooth paste. Coat the cauliflower with this paste.
Cover and let it marinate for 10 minutes. Then, add ghee and green chilies and cook on low heat until the cauliflower is tender and the flavors meld together.
Season with salt according to taste.
Add milk and raisins to the pan and stir gently. Cook for another 10 minutes, allowing the flavors to infuse.
Serve the delicious roasted cauliflower stir-fry alongside pilaf or rice.
